Members of Congress with incomplete grades still have congressional profiles, ensuring that constituents can track their representative’s action to end the genocide even though they did not receive a grade.

Until January 2007, delegates were unable to vote on bills presented before the House of Representatives. As of the 110th session of Congress, Del. Eni Faleomavaega is able to vote on bills when the vote does not change the outcome. Delegates represent American Samoa; Guam; the US Virgin Islands; and Washington, DC; while Puerto Rico is represented by a resident commissioner who holds the same voting rights as a delegate.
Since delegates could not vote on previous legislation, Eni Faleomavaega did not receive a grade for action on Darfur.
