It is unfair to penalize members who were not working in Congress when certain Darfur-related legislation was being considered. Members of Congress with incomplete grades still have congressional profiles, ensuring that constituents can track their representative’s action to end the genocide even though they did not receive a grade.
Additional Information
Rep. Latta was sworn into office on December 13, 2007. He was chosen to represent the 5th district of Ohio in a special election following the death of Rep. Gillmor in September.
